Capt. Jo Even Tomren

Managing Director

Since joining in 2017, Capt. Jo has worked as Deputy Director with NTC and oversees the NSA Cadet Program. In addition, he is very involved in the training center, both as a Maritime Adviser and as an Assessment Supervisor and Human Factor specialist.

Capt. Jo has nearly 15 years of extensive leadership experience in roles across Europe, and Asia. One of the roles has been volunteering as the Vice President External Affairs of Philippines Norway Business Council in facilitating business venue & events and bridging business opportunities for economic empowerment between The Philippines and Norway.

Previously, he was the Sales & Development Director of Norwegian University of Science and Technology OT (NTNU) with the responsibility in development of new trainings and competency in cooperation with Maritime Departments, and with extended strategic market planning for the requirements of the maritime industry.

In between of his active sailing career as a Deck Officer, starting as 2nd officer and finished as a Captain, he had various long-term engagement and been working on diverse projects as Instructor at a maritime rescue training center. With vast experiences as a Lecturer at NTNU (handling and transportation of dangerous cargo offshore), Maritime Advisor (DP, FMEA, FAT, crane, and heavy lifting), Crew Management, Emergency Response and Technical Advisor, QHSE Inspector and Advisor (UK Safety Case and Norwegian AoC) and oversees a sea trial and commissioning for new builds.

Moving on from vessels in 2007, after some years as Captain on the largest constructions and drill ships in the world, he became an Offshore Installation Manager. He had the responsibility for building of a semisubmersible drilling rig in China (2007-2012). From 2012 – 2015 he had the designation as OIM/Platform Manager in three different companies with responsibility in the over-all drilling operations, technical and maritime operations onboard the drilling rig. Handled around 120 crews running its competency program, crew development, selection and quality assurance.

Capt. Jo graduated as Master Mariner at the Nautical College of Aukra VGS in 1999; had an Offshore Installation Manager / Platform Manager Diploma in University of Haugesund / Stavanger in 2008, and holds a Master of Science in Demanding Marine Operations, Management at NTNU in 2017.

With Capt. Jo’s stewardship, NTC will continue to provide our valued partners and clients, in leading the future with excellence in maritime training and competence together with strengthening and improving the “business” of maritime industry in the Philippines

Capt. Nebuchadnezzar "Bong" Rabaya

Training Manager

A graduate of Philippine Merchant Marine Academy Class of 1995, Capt. Bong Rabaya started his career on board cruise vessels from 3rd Officer to 1st Officer and Safety Officer on a worldwide trade. His last company was with Orion Expedition Cruises trading Australasia, the sub-Antarctic and Antarctic regions. He was a trainer both onboard and ashore on various Safety Courses including Crowd and Crisis Management.

He left the cruise industry in 2007 and joined the booming Offshore industry particularly Dynamically Positioned Subsea Operation Vessel performing various projects such as Drilling, Pipelay to name a few. His love for training continued as an accredited Nautical Institute Trainer for Dynamic Positioning Courses.

After obtaining his Master’s in Business Administration in 2016, he retired from sea life as a Captain and answered the call of a permanent shore job. In that same year, he joined the Norwegian Training Center as a Training Manager and introduced changes in approach aligning his style of leadership with the company’s mission “We Stand for Excellence”.
